The Deploy Menu on the blackboard at the left of your Admiral's Office gives you access to sceens to deploy all your resources: ships, troops and aircraft (if aircraft are enabled for the current campaign); and, in a feature new to ver 1.13, you can also transfer RPs between ports that have a land route connection.
